ImHosted offers a great cPanel control panel program to manage all your webhosting needs. The features the offer above is basically all you need to handle basic hosting of a website. What I use as the most basic necessity is the domain management, msql management including phpmyadmin and the email system management.
Having cPanel it comes with Fantastico which provides quick installation of the popular scripts used online. Not sure how they came up with the $400 value since most of those scripts are open source and free online, but you can ask the customer service at ImHosted.
